Roscoe's expansion to San Diego was halted early in the permitting stages due to the company's filing of a Chapter 11 bankruptcy in March 2016, which came months after the company was ordered to pay $3.2 million to a former employee who won a wrongful termination and discrimination lawsuit against the chain's parent company.
